There was a guy who used to run a shop along the parade that Jim refers to, who would dump any unwanted stock in Mill Plat.  I kid you not, he was witnessed on more than one occasion carrying old sofas, chairs, cupboards and all sorts across the busy Twickenham Road in broad daylight.  I know for a fact that he was reported several times but he was still doing it for months. Just as with the police and crime, the problem here is with priorities.  Let it be known that dealing with certain types of transgression is a low priority and those who are minded to do it will do so with impunity.
