It may be that a some of the businesses will not pay for the larger 'Paladin' bins that they really should have, after all it's 'free' to dump your cr*p on the pavement and let other council taxpayers cough up. I do know that there are often issues with people who live in flats over parades of shops and places to store their refuse, so to get rid of the pong they stick it out on the street. Really it comes back to people to be able to visit and sort things out.
