At one time the council would have had inspectors who would search through rubbish and try and find some clues as to it belonged to. They would then get a visit and be told in no uncertain terms what to do in future and if they didn't comply could be prosecuted. Sadly with all the cuts I don't know how many of these inspectors are left - if there are any at all. And people wonder why we've got urban foxes!
