It's hard to avoid the conclusion that nobody actually knows how this trade-off is going to work. Looking back at the Minister's original written statement on the new freedoms in Phase II, she said "provided that the same number of flights scheduled to arrive between 0430 and 0500 are rescheduled to after 0500". That implies that simply arriving behind schedule (after 0500) on the day won't cut the mustard and that only flights that have had their timetabled arrival times rescheduled will generate credits. |
