You will know as I do Paul that the council has a maintenance rota. This I believe leads to some works being done just because they've come round to their turn so they get re-surfaced/paved or whatever regardless. I agree how much more sensible and a better use of the diminishing resources available to look at the area that's due - and if it looks reasonable and could realistically be left and another far worse bit done instead then that's what should happen. I can't see why a 'brought forward' system can't be used. I remember once asking the Head of Highways to come along to an area planning committee and explain the way the maintenance system worked. It was a 'formula' much beloved of bureaucracies, not unlike the government department I used to work in. It was a very long and extremely convoluted explanation that not one person sitting there could understand. A bigger load of tripe I have yet to hear and trying to change the people and the system is an absolute nightmare, that's the way it's always been done and no-one is about to change it it seems. I have no faith whatsoever that this crass, stupid and misguided highways PFI will make things any better either. |
