That (changing mind after the initial consultation) is not unusual.
The most notable on was WHitestile (before my time) where they voted agains before they realised Whitestile was the only place nearby where residents from Ealing could save £1 a week by parking there.
There was another vote which rapidly changed it.
BRS was reviewed after the Bees moved to the Vacuum Cleaner  stadium. We thought locals would like to drop the evening restriction. They didn't, so it stayed.
Perhaps Graham was in the minority!
