One problem with CPZ consultations is that they tends to favour resident car owners, who are often quite keen to see the coverage extended for more hours and days.  Meanwhile, non-car owning residents can end up paying more for visitor tickets if they invite a few friends round in the evening or for Sunday lunch, yet I doubt if they're represented as much in the consultations.
