| Probably. It is their responsibility, though they (in general) often blame the council. I had a conversation a couple of months ago with a woman from the football place in Dukes Meadows who had a multiple dump in their car park. She was aware it was her problem to clear it. We had a massive tip last year on council land in Dukes Meadows which took 2 lorryloads to dispose. |
