I'll take a look in the morning. Normally report on FixMyStreet but may not work because it sounds like it is on private property.
We have tried to prosecute professional dumpers in the past but usually even if there is CCTV records the professional ones are on false plates.
One we did prosecute took a long time, used a lot of council officers' time and legal fees and ended up with a £4K fine. ALmost certainly a loss for the council.
Often the source is 'honest residents' who engage a dodgy waste contractor. Either they promise they will take it to an official tip (and up the price to cover the tipping fees)  or (in one Brentford case I remember) they took a cash fee, disappeared and were never seen again.
