| The Youtube record of the meeting is at https://www.youtube.com/watch?v=wV5Tg_XSkc0 It appears that a "non-material amendment" to the scheme was submitted in 2020 (approved early 2021) which included changes to the original colour palate. There apparently was no comment raised at that time to question the inappropriate colour of the brick. Councillors were told last night that the only material consideration on planning grounds was whether the materials were of suitable quality / durability etc and the colour had been agreed by the 2020 decision. There were interesting concerns raised about the effect on urban warming from the reduced reflectivity of black brick but it was stated that local plans as currently written do not include this as a factor to be considered. One councillor summarised it, I think, as saying on planning grounds we are stuffed with what we've got. The proposal was voted for and accepted but I could not determine from the recording what the numbers and abstentions were. Curiously, I think the meeting was told that the officer report and the decision notice for the non-material amendment from 2020 [ 00607/BA/P2(NMAS) approved 04/04/2021] was not available on the publicly accessible planning portal website. I couldn't find it ! |
