Surely, all these things need to be in place before such a thing is even considered?

Overcrowding, poor infrastructure and inadequate infrastructure for the entire transport network of most modes is way off and the economy of Brentford on the skids as it is.
Take a look at places outside of London in outer commute distance, free parking  free workspace and delivery space, yes they have space for such but here all but flat living and office based business are being factored out.
