The best known example in the UK is Nottingham, where it seems to have been successful, despite opposition:

The main purpose of this proposed levy is to pay for the proposed rail link from 'Golden Mile Station' to the Elizabeth Line (Crossrail) at Southall. It is also intended to discourage car commuting with benefits to congestion and air quality etc.
