Yes there are serial fly-tippers who blatantly use the same places to dump every week but this Council makes no attempt at all to catch the criminals and prosecute them.  This Council prefers to waste our money by cleaning up after the criminals which just encourages more people to jump on the bandwagon and fly-tip because it is in effect a free dumping service for anyone at any time. No more time wasting trips to the dump is necessary and for those fly-tipping commercial waste it is a huge cost saving.
