I have always respected your views and valued the input of 'insider knowledge' of how the Council works and I believe your detailed missive of your own experience again hi lights the need for change in these fast moving times. The 'mind set' of senior officers of writing letters, having committee meetings, getting reports from Line Managers etc etc is simply no longer acceptable and is a total waste of taxpayers money and the sooner these highly paid Senior Officers accept it, the better. I mentioned before to Chris Calvi-Freeman, whose views and input on this forum I also greatly respect, that the culture of this Council seems to be to leave it to the juniors to write letters and waste time rather than senior officers deal with problems at senior level (probably because the seniors are too busy in committee meetings) Your own detailed experience confirms that taxpayers money is being wasted. As I have said before to Chris CF over the Thames Water road works debacle - it can't be left to the office junior to contact a Thames junior by letter. Senior officers should pick up the phone themselves and speak to a Thames Director. If I, as a member of the public can do it (and get the required action),- why can't a senior officer of a Local Authority? Your own experience at a different council confirms the 'red tape' apathy of Council.
This dog issue is similar. The Cllr who is responsible for St Paul's Park simply picks up the phone and speaks to Cllr Barbara Reid, the Lead Member, who in turn speaks to the Director of Environment, Michael Jordan, who in turn picks up the phone and tells Tony Bull, the Head of Pest Control, to get over to Sarah Brownlee and visit St Paul's Park and take action as appropriate Under section two of the Dogs Act 1871, as amended.
That's the longwinded method. The easier way to deal with this is simply for the Cllr, whose constituency covers St Paul's Park, to simply speak to Tony Bull directly and ask him to take the appropriate action. Its not rocket science! |
