I don't believe there is any way under planning legislation of forcing a developer, or indeed a commercial occupier, from remaining operational or providing alternative provision of a facility or commercial business whilst a development is being constructed. Best endeavours and common sense are one thing, planning matters and associated legislation are something entirely different. Personally, I struggle with the notion that this much new housing is required, be it in London or anywhere else. I've no evidential base to say this, but based on my own experiences and when I look at the price of London property I can only assume that the private rental sector now makes up a massive chunk of the housing stock, with foreign investors buying property and then renting it. Putting what I do for a living to one side, I think it's 'tragic' that the average youngish couple who choose to live in London have to slave away to rent a 2 bed flat, or have to rely on Bank of Mum and Dad to be able to afford a 1 bed studio. Each to their own, I know enough people that love living in London for all it has to offer, but for me the poor quality environment and lack of personal space is horrific. |
