Yes. But not here where it's needed by many.

The only energy exerted seems to be from the vociferous few who did not want  silent over 30s timing apparatus in 'their' park.

It needs to be explained more fully by the Council or Carillion as to why they have given up with so few objections and not sought a proper installation based on the greater good
