This is the problem.

Technically you could charge storage rent for an unauthorised and uninsured item belonging to someone else occupying over a square metre of your property.

After all, if your car gets towed and impounded, you are charged for the storage and fined for illegal occupation of 'private space'

It is unlikely though.

I think the biggest problem is one of safety.

Hearing about how they blew all over the place in another street on delivery and causing damage is almost comical.

But what happens post collection? When most are out at work and won't be home till after dark - Like this week.

What if it's very windy? What if they blow into cars or children or pedestrians or cyclists?  Who will be liable.  90% of bins will not have a safe stowable position?

No-one seems to be answering these questions with straight pragmatic answers.

If they could and they were pragmatically applicable, no doubt there would be no collective discontent which I have never seen locally before.
