I suspect it's a case of 'follow the money' Jim.
At the moment there's no shortage of offices (I know of a block on the A4 which has never had a tenant since it was built well over 10 years ago) and there's most certainly a shortage of housing and of course housing has considerable government subsidy at the moment.
I'm told that it's pretty difficult to get industrial space at present because property companies are refusing to sell or let, hoping to get planning permission for residential development instead, at which point the value of their land goes up a huge amount.
