If the alleyway is communal then the council have the same responsibility to keep it safe and accessible as they would a footpath. So litter and vermin etc. Most were originally used as access for the coalman as few terraced housed had cellars. It's also why most have cinder paths as that was where it all got put. Now most are not used so well, they are getting muddy, overgrown and some do seem to use them as an open dustbin. We don't have an alleyway. It stops short a few houses up the road. But the residents who do have cleared it, put a new surface of ballast down which is noisy if you walk on it so you can hear anyone there made teh fencing secure and put a gate on the entrance. They all share it as an access for bikes and things. But it is clean and tidy. |
