I'd suggest initially contacting the Land Registry to obtain details of anyone with a legal interest in the land by way of a title search. It'll cost you £4 for a title plan and £4 for the registry entry, but that will confirm who owns the land.
At the same time, whoever from the Council told you that they were not able to help was not entirely correct, as under Section 215 of the Town and Country Planning Act if a Council considers that the condition of an area of land is adversely affecting the visual amenities of its surroundings, the Council can serve a notice specifying what steps must be taken within a specified period in order to remedy the situation. Failure to comply with the notice is a criminal offence.
So really it's up to you - you can either do a Land Registry search yourself and approach the owner direct, or you can go back to the Council and report the condition of the land to my old Planning Enforcement Team and ask them to investigate with a view to potentially taking action under Section 215. |
