Update. Gave up with the council who wanted me to keep a diary even though it was 24 hours. I went over to Great West House and spoke to the building manager who has switched off and repairing the whining AC Unit. Great response from him. Thank you. Still working on the fans from Vodaphone at the end of Robin Grove.
