From a council officer:
"We have not received any formal notification from Ballymore requiring the Old Vicarage yet.  When they do, there are statutory deadlines that have to be adhered, and Ballymore is aware that 6 month’s notice is required.
When we do receive formal notice from Ballymore – we have made arrangements in advance for all tenants. With regards to the tenant referred to in email -  officers are aware of her needs and are engaging with her for suitable accommodation.
Lastly, on the point regarding redecoration – one room had mould washed to the property in order to continue with the temporary accommodation let until we  are served from Ballymore as mentioned above."

So the vicarage will remain available for at least 6 months more and plans are in hand for residents thereafter. I hope that will put their minds at ease. Of course, change is never without stress but there's a way to go yet and people's needs are being considered.
