There was such an idea floated, by Highways England I believe. Somebody spotted that the story about the third runway is that it won't increase traffic and there will be no call on public funds, so it was quickly suppressed. Other problems with the document were that the costings were acknowledged to be little more than guesswork, and after the tunnel emerged in what is now Carville Hall Park North (very popular) the 4 lanes would then feed into a single lane ramp up to the M4. But that was a problem for 'another Highways Authority' - ie TfL so not Highways England's problem. I think the air quality could be a mite dodgy though in a 2 mile underground tailback - just saying. To be fair to Highways England though, at least they were acknowledging there will be a problem, rather than whistling and hoping it will go away like the DfT. With Chris Grayling in charge they might give the construction contract to somebody well qualified like, I don't know, what about Greggs? They make tunnels inside their sausage rolls so that'll be OK |
