I have lost count of the times that money is spent on improvements just for the new equipment to be used in exactly the same old way.  These new street lights, we were clearly told, could be individually adjusted to be brighter or dimmer.  Why not ask people where they could be dimmed and where they would prefer them not to be so?

Lots of conversations about the street lighting on Northumberland Avenue near Syon Lane station as the new lights were placed on the old poles and no suggestions made as to whether more poles were needed or whether the lights should be moved closer together so there are lots of very dangerous shadows
