Civil Enforcement Officers must wear a uniform that meets the requirements of the Traffic Management Act 2004. If they were not wearing a uniform, this can invalidate the PCN because the officer was not acting in compliance with statutory regulations.
It could be that the one you saw was acting as a spotter for a colleague who was in uniform. There is generally a ten minute observation period required and the wardens may have realised if they are in uniform people are more likely to move their vehicle. This is just revenue maximisation and goes against why parking regulations are there in the first place. |
