Contracts like this need to be carefully managed. The low-paid staff who work for civil enforcement agencies are understandably reluctant to challenge anyone who might do them harm but they are incentivised to issue fines. They may not have formal targets but it is made clear to them they are sacked if they aren't deemed to be productive enough. This combines to mean that fines are most often given to soft targets such as the elderly and lone women for relatively minor or highly debatable offences rather than the most egregious offenders. It would be good to see a 'warn and report' approach rather than a revenue driven one. |
