There are Councillors nowadays who seem to take up the position and then spend most of their time elsewhere eg at university or abroad.

How can you ensure that they ARE going to stay around?

How do you make sure that they do intercede with the Councils on behalf of residents?  There appear too often to be difficulties about the maintenance of buildings and with neighbours letting out their properties and dubious legal building where you hear residents calling out for help when they appear not to have got satisfactory replies from the Council or their Councillors?  Is is rather damning surely that residents end up having to go to Citizens Advice, other charities or their MP because they are not getting the help they should be.
