True John, but if either recently vacated or long vacant employment sites aren't being occupied, then either other development is allowed to take place to bring vitality into an area or it just becomes a ghost-town.  And in respect of the GWQ development Barratt's West London offices are within the development, won't there be a hotel, retail, restaurants etc ? - all employment generating uses.
