Yes, as others have said this used to be a Hounslow Council building, I recall spending a day or two there when I first started with the authority in 2001 for training of one kind or another.  I wasn't aware of any plans at the time but in hindsight it was pretty obvious that the Council was looking to dispose of it/redevelop it.
