It's obviously possible to get gold-plated 'can't be too careful' advice as well as the 'let's be practical' alternative. There are several guidance documents on the internet if you really want to get into it, but in the end you'll probably need a professional to take a look and certificate any significant work, such as upgrading doors.

The communal areas in a conversion with only three flats might not be very extensive, nor take too long to check, but if your guy only takes 15 minutes to look around and then comes up with a long list of things that need doing, I'd become a suspicious.
