It's probably too late to mention this now, but you can do your own initial fire assessment if you are the 'responsible person' for the building.

It's a helpful checklist, but things start getting more complicated if any remedial work needs doing, which is quite possible in a flat conversion. The most likely recommendation will be to remove clutter in communal areas, put up signage, possibly install alarms and maybe emergency lighting if there are any dark staircases or corridors, and to upgrade or possibly add extra fire doors, depending on how many floors there are.  If your guy is certified, then his advice should be worth looking at and you will at least have met your legal obligation to have an assessment done.
