That's what Phil thinks. 

I wonder is the parking allocated? Or is it "free" parking but people tend to park in the same place so there will be a bit of a kerfuffle if there's a change?  You know just like the chairs in the pub or the old person's home which don't have names on them but you get into trouble if you sit in someone's usual one.
