Although I wouldn't completely disagree with those sentiments - I do think that we have to accept that this constant 'austerity' drive which councils have really suffered under is really what is to blame. And it is true if the contract isn't watertight and something isn't specifically put in then firms who win contracts won't do the work. It would be a very clever person who can draw up a contract that covers every eventuality, which is one of the problems with this ridiculous 'outsourcing' of services instead of keeping them in house. I am old enough to remember when Norman Tebbit said he wanted local authorities to meet once a year ' just to hand out the contracts'. Well, here we are - didn't it work well? Councils do not in the main have the quality of officers who can cope with this brave new world. At one time they would, along with their own staff to run services, so it should come as no surprise that we are where we are. Especially as we have very few local politicians who've got a clue, for many being elected is an ego boost, a nice little earner and the opportunity to play the big I am, where is the public service ethos that once was the reason people stood for election? That's not to say that that can be said of everyone - but Hounslow are not exactly a shining example of an efficiently run local council, too much internecine squabbling and factionalism. As for Greenspace 360 we will have to wait and see.......... |
