Hounslow Cabinet discussed REG 237 - Future Governance Arrangements for the Gunnersbury Estate on 13th October 2014. https://democraticservices.hounslow.gov.uk/ieListDocuments.aspx?CId=571&MID=8708#AI82314 The recommendation to form a Community Interest Company was said to be based on The CIC is a bespoke legal form for social enterprises which will: Enable the Councils to retain strategic control of the CIC and delivery of the project Be established for community benefit and wider public interest Allow for wider representation on the board to harness additional skills and expertise Lock in‟ any assets transferred to the CIC and reinvests any surpluses generated to continually improve the offer at Gunnersbury Be a flexible legal structure which could convert to a charitable entity if this was the preferred model for the long term management and operation of the site (following the development and fundraising stages) It seems that the Heritage Lottery Fund expected a change in governance as part of the conditions for funding. |
