It isn't just, or even primarily, about a lack of courage on the part of the Labour Party in Hounslow.  It is more about simple mathematics.

If you look at the number of wards in which the party is controlled by people of this particular mindset, and deduct those wards from the total held by Labour in the borough, you will see that the party cannot hold a majority without them.

It really is as straightforward and as simple as that.

And for all their protestations of wanting to deal with the problem, the party-first ethos which pervades dictates that some level of tolerance needs to be maintained in the face of even the most corrupt practices.

I've said before that the Hounslow Labour Party is essentially a coalition between these two elements, and neither is strong enough on its own to hold power in the borough without the co-operation of the other.  When that is understood the reason why Labour does not and cannot do anything to alter the situation that it has gotten itself into becomes very clear indeed.
