Thanks Chris for your helpful comments, much appreciated, particularly as I appreciate management of such works isn't part of your portfolio (lucky you !).

My only gripe remains the hours that labourers have been working on the site.  Construction sites usually work 8-6 solid Monday to Friday plus 8-1 on Saturdays and I assume there's nothing legally to prevent roadworks/utility repair works from operating similar hours (obviously I'd only expect 24h works in absolute emergencies). 

However I've never seen any labour on site after 17.30 on a weekday, or at any time on a Saturday morning, and bearing in mind this work is considerably behind schedule, I can't understand why the workforce isn't working for as long as they legally can to finish the work, particularly given that now the schools are back it is really getting very 'messy' out there.
