There was a report on "Parking Strategy" to the Hounslow Cabinet last July. The quote may be relevant .

3.3.13 As the uptake of Electric Vehicles (EVs) increases, it is also important the
Council reviews pricing for EVs as pricing remains an effective demand
management tool. The consultation indicated there was support that all
vehicles, including electric vehicles, should pay to park with 58.2% agreeing
compared to 31.2% who disagreed. Although EVs have zero tailpipe
emissions and are to be encouraged over petrol/diesel vehicles, they still emit
some pollution from brake and tyre wear. As set out in the Council’s approved
EV Charging Strategy, it is therefore proposed to introduce charges for EVs
across all parking types.
