Not enough people report flytipping and just step over it and/or just moan about it.  Years ago in Acton we were able to add a fluorescent sticker marking it as a flytip and report to the Council for investigation and clearing but then the number of Enforcement Officers was reduced as Council budgets were reduced. I think some of the dumpers think that nobody notices - or worse still they think that if they just dump their rubbish wherever they fancy that it will disappear and then if it does magically disappear (all that some complainants want) that they have found a good solution. It isn't - it can make it worse.
