Yes, I started a service that did precisely that and it has been very successful. If you want to check it out, look at Kingsley Road in Hounslow. I went through about 80 dumped bags one morning a couple of years ago and found a few perpetrators. If you go to Kingsley Road now there is no (or virtually no) fly tipping.
CCTV in my 6 years leading that service we only got one person with CCTV. That was an organised dumper with a truck, and it took 2 years to prosecute him. He got a fine of ~£4000 but what it cost in CCTV, officer time, lawyers etc was a lot more.
Whenever I see a bag dumped I look for an address and if there is one we follow up. The one I looked through today had no addresses
