Have you seen CCTV material? Unless it's someone you know you are none the wiser. We publicised very good videos on the LBH website a few years ago. Very clear pictures of a repeating dumper. I didn't recognise them and nor did anyone else, including the person who was particularly upset about flytipping next to a bus stop. My bike was nicked a while ago. My concierge found the time and date and we had a very good film of a bloke in a hoodie looking the other way. I don't think he knew he was being filmed, but identifying him was impossible
