The government has covered the parking costs imposed by the LOCAL NHS trusts.

The LOCAL NHS Trusts impose the charges, you can't blame the goverment for the reimposition of a LOCAL decision.

The Trusts can simply choose not to charge its own staff to park, although doubtless there will be local councillors who think that all staff should be on pushbikes in their 'cycling utopia'.
