Ealing had a 'buffer zone' between zones C S and N as they all started at differing times. This allowed residents caught in the 'trap' to have a permit for neighbouring streets in the activated zones. This applied until all three zones became active but there is also an overlap permit allowing residents who are right on the boundary of two zones to park in a selected overlap of streets. Easily done as long as the flexibility is incorporated into policy. As Serco operate both Ealing and Hounslow CPZs it should not be rocket science to get a small degree of flexibility for a small overlap of streets. |
