John, you are correct. CIP was originally set up to avoid cutting the library and leisure services in circumstances where the change in management enabled the rates paid on the premises to be saved without loss of council control. The decision to appoint Laing to run the libraries was taken after CIP got into financial problems, and by implication had moved beyond council control. My earlier posting directed at Council Executive members who took the decision to appoint Laing was based on the fact that "ordinary" councillors at the time had no influence on the decision and may not have been fully appraised of all the circumstances. I am gobsmacked that Phil's reply effectively amounted to "Don't blame me Gov. I may have been on the Council Executive and accepted the money for it, but I made no attempt to influence this decision. It was all the Tories' fault!" Whatever happened to "joint enterprise" in English law? |
