All the stories which appear on TW8 along with
all its related sites is accompanied by a picture.

The basis of this story and the resulting convictions
resulted from the fact that

The focus of the article being the regular underage
sales exercises being conducted by Trading Standards.
So as to posibly act as a detterant.

So how exactly  would you choose to illustrate that story ?

Hire a photographer,  obtain all the necessary permissions
etc and arrange with the Council to have that
photographer follow around one of these actual
teenagers in the hope a shopkeeper might offer to
sell them what would recogniseably be a packet of
cigarettes ?

Or maybe not bother to publish the story at all;
as quite possibly people are not going to believe
it anyway.

Either that, or maybe just ask for your money back
