You don't say where this is (possibly deliberately and sensibly) but I think wherever this is taking place, there may be an issue with a council enforcing a restriction that has not been applied previously without a traffic management order.
Try contacting your local councillor who, with the election coming up, will be anxious to advise. They don't like getting involved in parking ticket appeals (that would be a full-time job for anyone) but they could clear up a point of general principle.
