I can only suggest you familiarise yourself with the judgements made by Judge Marder of the Lands Tribunal on this question in 1995. Following applications by, and at the expense of, the then Gunnersbury Park Covenant Group. And without wishing to labour the point had the Councils at any time chosen to adopt a more conciliatory approach to the covenant holders, rather than attempting to simply ride roughshod over their interests, then these problems need never have arisen in the first place.
