I'm afraid that is completely untrue. As part of the marina development a few parking spaces will be created at road level(within the area where the 'black box' is at present) and some services eg bin stores created underneath. Contracts are in place to develop a residential marina along the river by Watermans Park. The landside development has started within the black box, though progress has been interrupted by COVID and still seems very slow. As Anne says, most of the boats previously moored unlawfully by the park have been scuttled and the Port of London Authority have denied permission to refloat them so they must be broken up on site. At present, the contractors are unable to start that because the rig they would use is the wrong side of Hammersmith Bridge and at present the PLA are refusing any consent to navigate under the bridge. The westbound lane of Cycleway 9 will go through the park near the back wall, and the marina development includes an allowance for improving the landscaping within the park which does look neglected at present.
