I love Rye by the Water, and was able to enjoy lunch outside a couple of days ago.  I suspect that even though its a 'temporary' place that it will be there for at least two years, maybe more.  Ballymore are very keen to have this great space to entice people into the area.  And their sales area is next door, and I am sure that will be there for a while!
