Would this be the same' top of the tree' councillor who never replies to any letters or indeed promises to sort problems to residents than runs away from the problems? Who also has a habit of losing records and documents of relevance, fobbing people off and colluding with rather than taking on issues of complexity when out of his depth?  Which seems to be most issues.
